Foreigners are allowed to vote but you have to upgrade your ID in order to vote. Get yourself registered and follow these steps. Use IE, FF is not working.

Step 1: Click for free ID upgrade.



Step 2: Type JW11227221 in capital and click the red button. Each ID can only upgrade once



Step 3:



Step 4: log out and re-log in with your upgraded ID
Step 5: go to http://mama.mnet.com/2009/AwardVote/AwardVote.asp
Step 6: Click the blue button to start voting



Step 7: vote for all categories. vote F.T Island on section 08 and 18.




Step 8: scroll down for blue button. Summit all votes



Step 9: when this commercial appear shows that voting is done!
